Just like any other Rare Hand Shadow in Persona 3 Reload, the Final Checkmate enemy appears randomly in the Adamah Block of Tartarus, spanning from Floors 227 to 255. Fuuka will notify you upon entering the next Floor if a Greedy Shadow is present.

By this stage, Fuuka should have acquired the Tartarus Search ability, relieving you of the need to search blindly for the Final Checkmate. With this ability, she can pinpoint the enemy's location immediately, ensuring you don't miss out on the chance to collect valuable treasures.
