You can't find Max Safety Shoes in any of the stores on Tatsumi Port Island. The only place to buy them is from Tanaka's Amazing Commodities. This show airs every Sunday starting from 5/3. He'll have the Max Safety Shoes available for purchase on 7/12 for 9800 yen.
Make sure you have 9800 yen before checking the TV on 7/12. If you don't have enough, you won't be able to buy them, and they'll be marked as "sold out." It's a good idea to save your game before checking Tanaka's Amazing Commodities.
Alternative: Buy Max Safety Shoes at Port Island Station
If you missed Tanaka's sale, you can still get the Max Safety Shoes from a suspicious person outside the Screenshot movie theater at Port Island Station. You'll likely need to wait until 7/12 or 7/19 to fulfill the request in a new playthrough. Once you obtain them, talk to Elizabeth to get x3 Twilight Fragments.
Max Safety Shoes can be worn by any of your teammates except Koromaru and Aigis. They provide a defense of 49 and increase HP by +50. They're most effective when equipped on characters specializing in physical skills.
